In this notice, “MCS” refers to this company and, where applicable, to its affiliated entities duly identified, where applicable.

Independent private company – no affiliation with public authorities

MCS is an independent, privately owned Portuguese company. MCS is not a government agency, public institute, public registry, or concessionaire of any public service. MCS is not affiliated with, associated with, authorised by, endorsed by, or in any way officially connected to the Portuguese State, the Autonomous Region of Madeira, the European Union, or any government department, agency, or authority, including, without limitation, the Tax and Customs Authority (Autoridade Tributária e Aduaneira – “AT”), the Agency for Integration, Migration and Asylum (Agência para a Integração, Migrações e Asilo, I.P. – “AIMA”), the Institute of Registries and Notariat (Instituto dos Registos e do Notariado, I.P. – “IRN”), the Social Security Institute (Instituto da Segurança Social, I.P.), and any consular services of the Portuguese Republic.

Any reference on this website to public authorities, or the display of names, acronyms, logos, or descriptions of official programmes, is made for descriptive and informational purposes only and does not imply any endorsement, sponsorship, partnership, or official connection.

Nature of our services and fees

MCS provides private corporate, administrative, and consultancy support services. All fees charged by MCS constitute remuneration exclusively for these professional services. They are separate from, and do not include, any official fees, emoluments, stamp duties, taxes, or other charges payable to any public authority for the issuance of a document or the processing of an application or registration. Where MCS pays such official charges on a client’s behalf, they are passed on to the client at cost and identified separately in our invoicing.

Where any service involves acts reserved by Portuguese law to regulated professions – including acts reserved to lawyers and solicitors under Law no. 49/2004 of 24 August, or accounting and tax compliance acts reserved to certified accountants under the Statute of the Order of Certified Accountants – such acts are performed by, or under the responsibility of, professionals duly registered with the competent professional body, in accordance with the applicable statutory and ethical rules.

Services available directly from public authorities

Several of the documents and procedures with which MCS assists – for example, obtaining a Portuguese tax identification number (NIF), filing tax returns, or applying for visas, residence permits, or Portuguese citizenship – may also be requested by individuals directly from the competent public authorities, in some cases free of charge or at a lower cost than through an intermediary or professional service provider. Clients engage MCS for convenience, specialist guidance, and multilingual support. No person is under any obligation to use MCS or any other private service provider instead of dealing directly with the authorities.

No guarantee of outcome

MCS’s services constitute obligations of means, not of result. Decisions concerning official documents, tax matters, visas, residence permits, and citizenship rest exclusively with the competent public authorities. MCS cannot and does not guarantee the approval, outcome, or processing time of any application, registration, or request submitted to any public body, even where MCS has assisted in its preparation, submission, or follow-up. Any processing times indicated on this website are estimates based on published information or past experience and are not binding.

References to official programmes and legislative change

References on this website to legal regimes, programmes, or incentives (for example, the Madeira International Business Centre (MIBC), the former Non-Habitual Resident (NHR) regime and the IFICI / “NHR 2.0” incentive, residence-permit categories such as the D7 visa, or investment-based residence) are provided for general information only, reflect the legislation in force at the date of publication, and may change at any time. In accordance with Law no. 144/2015 of 8 September, consumers may resort to alternative dispute resolution entities, namely the Consumer Conflict Arbitration Centre of the Autonomous Region of Madeira (Centro de Arbitragem de Conflitos de Consumo da Região Autónoma da Madeira – CACC-RAM).

Governing law and jurisdiction

This notice and the use of this website are governed by Portuguese law. Without prejudice to mandatory rules protecting consumers, any dispute arising in connection with this website shall be submitted to the courts of the judicial district of Madeira (Funchal).

The processing of personal data collected through this website is described in our Privacy Policy, in accordance with Regulation (EU) 2016/679 (General Data Protection Regulation – GDPR) and Law no. 58/2019 of 8 August.
